Various lump sum reductions in agency appropriations and fund transfers to save $1.69 billion in the current fiscal year. Provisions include appropriations reductions of $141.5 million from universities, $133.2 million from the Dept of Education, $90 million from the Dept of Economic Security, $28 million from the Dept of Health Services, $40 million from AHCCCS. Reductions in capital spending for the current fiscal year, including a one-year delay to FY2010 of a $10 million expenditure for construction of a veterans' home in Tucson. Unspent appropriations in various areas (for example for replacement of prison cell doors and lock, the Yuma Welcome Center, and renovations to the old health laboratory) revert to the general fund. Various session laws and statutory changes to address the budget deficit for the current fiscal year, including an option for car owners to register a vehicle for five years (instead of only one or two years) and a tax amnesty program under which the Dept of Revenue may abate all or part of penalties and impose interest at a reduced rate if delinquent taxes are paid. Various session law and statutory changes to address the budget deficit in the current fiscal year budget. Provisions include authorizing AHCCCS to deposit all disproportionate share payments from publicly owned hospitals into the General Fund and permitting AHCCCS to charge clients the maximum amount permitted under federal law for premiums and co-payments. Various statutory changes to address the deficit in the fiscal 2009 budget. Provisions include, including requiring the Administrative Office of the Courts to assess each county an annual fee to reflect that county's portion of the superior court risk management premium allocated to the judiciary. Also, the monthly fee charged parents of adults on probation is increased to $65 from $50. AS SIGNED BY GOVERNOR.

Various statutory changes and session law to address the budget deficit in the current fiscal year. Provisions include reducing the amount of basic state aid to schools by $98.2 million (districts with fewer than 600 pupils are exempt); reducing the amount of state aid for soft capital (computers, desks, etc) by $21 million and the amount of additional assistance for charter schools by $4 million in fiscal 2008-09. The $1 billion cap in bonding approved last year is reduced to $800 million and the allocation within the bonding program reserved for the Phoenix Biomedical Campus is reduced to $376 million from $470 million.
